Richard Anderson
Chief Operating Officer & Founder, CQI Associates, LLC
Mr. Anderson is the Chief Operating Officer of CQI Associates and he founded the company in 1995. Richard has worked in the energy management, sustainability management and facility management field for 50 years. He brings a wealth of practical experience to meet each client's unique needs.
CQI is headquartered in Maryland and provides consulting services to improve and develop programs to optimize energy resources, reduce environmental liability, implement sustainability programs, and improve facilities management practices. In addition, CQI has years of experience helping organizations comply with Building Energy Performance Standards (BEPS) requirements in other jurisdictions.
Michael Powell
Attorney, Gordon Feinblatt
Michael is a member in Gordon Feinblatt's Energy & Environmental practice group. He has a great amount of experience in environmental and energy work, including advising companies on compliance with building energy performance standards and other climate change regulations, defending companies from governmental and third-party environmental claims, providing advice on greenhouse gas regulations and legislation, negotiating remediation agreements (including brownfield applications) on contaminated properties, permitting of new renewable energy projects, and negotiating the terms of environmental permits.
Michael previously served as Principal Counsel to the Maryland Department of the Environment. In this role, he was the chief environmental attorney for the state and the principal advisor to the Attorney General on environmental issues. He also served as an Assistant Attorney General advising the state, at various times, on issues involving hazardous wastes, water pollution, solid wastes, radiation control and other environmental and regulatory issues.
Maxwell Cooke
Attorney, Gordon Feinblatt
Max is an Associate with the firm's Energy & Environmental and EMERGE practice groups with experience in corporate matters. Max has experience reviewing environmental site assessments and drafting environmental liability opinion letters for homebuilders. He has experience in administrative proceedings concerning environmental issues.
Max also provides counsel to real estate developers and business owners on environmental permitting. He represents power plant developers, public utilities, and other regulated entities in administrative proceedings before the Maryland Public Service Commission (PSC). His developer practice includes assisting clients in navigating the process of obtaining a Certificate of Public Convenience and Necessity (CPCN), which is required for most utility-scale solar projects.
